Stroud Roadworks: Cowcombe Hill Shuts 29 Sept for 11 Days

The biggest closure in the district starts next week. The A419 at Cowcombe Hill, the road out of Chalford towards Sapperton and Cirencester, shuts day and night from Tuesday 29 September until Friday 9 October. That is eleven days.

It carries a clause most closures do not. Pedestrian and emergency access may not be maintained during major excavations, for safety. The closure covers about 500 metres running south east from outside Lavender Bakehouse, and the alternative route is signed on site. Chalford Parish Council, which published the dates on 3 September, calls the work geotechnical testing rather than the repair itself, and says the main closure is not expected until November 2027. We covered that in full here.

Before that, the A417 closes for the whole weekend. National Highways shuts it between Shab Hill junction and the A429 Burford Road from 11pm on Friday 25 September until 6am on Monday 28 September, for work on the Cowley overbridge, which it warns may be noisy.

This page lists every dated Stroud roadworks closure we can verify from the highway authority’s own orders, and we rechecked all of them on Wednesday 23 September.

Tonight is the last of three nights on the A419 between the Chipmans Platt roundabout and the M5 at Eastington, closed 8pm to 7am for resurfacing. The county’s resident letter for that scheme, reference 918909 and dated 7 September, calls the dates proposed, so weather or a plant breakdown can move them. The order was re-made on 16 September and keeps the whole 2,402 metre schedule, seven lengths of road, legally closable until works are anticipated complete on 23 September. Signs on site are the only reliable guide.

Then the motorway itself goes. National Highways is demolishing two footbridges over the M5 near Gloucester, and it has published one full weekend closure between Junctions 11 and 12 in October. The order behind it allows considerably more than that, and the detail is further down this page.

Gloucestershire County Council is the highway authority for every road below except the M5 and the A417, which are National Highways’. Stroud District Council only runs the car parks.

Closed now, and coming in the next fortnight

Six lengths of road in and around Minchinhampton are also covered by a separate gas mains order that can close any of them on any day until December, and two lanes in Cam have been shut since August with no end date. Both are further down this page.

The M5 closes for a weekend in October, and the order allows four more

National Highways is demolishing the Uphill Court and Grove Court footbridges, two pedestrian bridges over the M5 between Junctions 11 and 12, north of Junction 13, which is the district’s own junction. The bridges were shut to the public in March 2026 and National Highways says their condition has deteriorated and they need to come down before they become a hazard to the motorway below.

Two closures are published, both on the scheme page updated on 3 September:

• the M5 northbound exit slip road at Junction 11a, closed around the clock from 8pm on Sunday 11 October for about two weeks, to store the demolition machinery. Drivers are told to exit at Junction 11 instead
• the M5 in both directions between Junctions 11 and 12, including Junction 11a, closed from 11pm on Friday 16 October until 6am on Monday 19 October

National Highways asks drivers to use the signed diversion rather than a sat nav, to travel at a different time if they can, and to use the M50 for journeys between the Midlands and South Wales that weekend.

That is what has been announced. The legal order behind it, published on the Public Notice Portal on 17 September, goes much further. It authorises weekend closures of the M5 in both directions between Junctions 11 and 12, 9pm Friday to 6am Monday, for works “expected to take place on or after 4 October 2026 and be completed by 9 November 2026”. It comes into force on 2 October and can stay in force for up to eighteen months.

Five weekends fall inside that period: 9 to 12 October, 16 to 19 October, 23 to 26 October, 30 October to 2 November, and 6 to 9 November. National Highways has named one of them. It has not said whether it needs the other four, and the order does not oblige it to use them.

The order also allows closure of the entry and exit slip roads at Junction 11a and at Gloucester Services, the closure of individual slips at Junctions 11 and 12, and a mandatory 50mph limit on the approaches: northbound from 200 metres south of Standish Lane overbridge, and southbound from 1,000 metres north of Old Gloucester Road overbridge.

There is one difference worth noting between the two documents. The order permits closures to start at 9pm on a Friday. The published October weekend starts at 11pm. So the order gives National Highways two extra hours it has chosen not to use on that occasion.

Three other things on that scheme page affect drivers from this district. The A40 at Over Bridge near Gloucester is down to one lane each way with a 30mph limit. The A417 between Gloucester and Cirencester has continuing works and may close overnight at weekends. And at the Almondsbury Interchange, where the M4 meets the M5, the link from the M4 westbound to the M5 northbound is closed, with traffic sent round via the M5 southbound to Junction 16.

The A417 is not finished with overnight closures

The A417 Missing Link scheme moved to its permanent layout at 6am on Friday 18 September, as National Highways said it would, and the Air Balloon roundabout has gone. Northbound traffic from Cirencester now stays on the new A417 towards Gloucester instead of leaving it at Shab Hill junction. National Highways says single lanes remain in places until more work is finished.

The closures have not stopped. There are two more this week and next, both confirmed on the scheme page on 18 September:

• A46 Brockworth junction to Shab Hill junction, closed 9pm to 6am every night from Monday 21 September to Friday 25 September, for work at the Grove Farm underpass and for installing safety barriers
• Shab Hill junction to the A429 Burford Road, closed from 11pm on Friday 25 September until 6am on Monday 28 September, for work on the Cowley overbridge, which National Highways warns may be noisy

The southbound diversion for the weeknight closures runs via the A46 Shurdington Road, the A40, the A435, the A436 at Seven Springs and Ullenwood, then the new A436 to Shab Hill. The northbound one reverses it. National Highways asks drivers to follow the signs rather than a sat nav, because sat navs do not yet know the new layout.

One naming trap: National Highways’ seven-day closure report calls this same closure A46 Shurdington while its scheme page calls it A46 Brockworth junction. They are one closure, not two. The report also still labels the northern end “Air Balloon Roundabout”, which no longer exists.

The new B4070 to Birdlip and the northbound slip road at Cowley junction open later this year. Until then, access to Birdlip is the existing route through Cowley junction. Shab Hill is about ten miles north east of Stroud, in the Cotswold district.

Cowcombe Hill: the eleven-day closure stands, and the county still names no repair date

The A419 climbs Cowcombe Hill out of Chalford on its way to Sapperton and Cirencester. The hillside beneath it is moving, and the county has been designing a repair for years.

A closure order published on 9 September shuts the A419 at Cowcombe Hill from Tuesday 29 September until Friday 9 October 2026, for 500 metres running south east from outside Lavender Bakehouse. The reason given is geotechnical works. Neither pedestrian nor emergency access is maintained, which the order puts down to safety during major excavations.

Chalford Parish Council published the same dates on 3 September and described the work as geotechnical testing and investigation rather than the repair itself. Its notice adds the fact that matters most: the main closure is now not expected until November 2027.

Chalford Parish Council’s notice was unchanged when we read it again on 23 September, with the closure still set for 29 September. The county and Brimscombe & Thrupp were last checked on 20 September. Gloucestershire County Council’s scheme page still says:

No construction start date has been confirmed.

It adds that a provisional road space booking “has previously been made to support future construction planning, however the programme remains under review while design work continues”. Brimscombe & Thrupp Parish Council’s roadworks page, last updated on 8 September, still lists the A419 at Cowcombe Hill as “permanently closed” from 2 November 2026 to 30 April 2027, and does not mention the eleven-day closure at all.

So: treat 29 September to 9 October as the firm closure, treat November 2027 as Chalford Parish Council’s account of what it has been told, and treat 2 November 2026 as a road space booking rather than a plan.

The closures that run into the autumn

Station Road, Berkeley: shut for ten weeks

The C358 Station Road at Berkeley closes on 28 September and is not due to reopen until 4 December, for bridge repair work. The order covers about 50 metres, from outside the Rigestate industrial estate to a point 50 metres over the bridge, and neither pedestrian nor emergency access is maintained.

Bussage Hill: eight weeks for a retaining wall

Bussage Hill closes from 24 September to 20 November for repairs to a retaining wall, for 30 metres northwards from the property known as Lynchgate. Pedestrian and emergency access are not maintained here either.

B4058 at Horsley: two orders, 745 metres

The gas mains work on the B4058 runs under two separate closure orders, both starting from the Downend junction:

• Horsley Hill, from Downend to Narrowcut Lane, 545 metres, until 29 October
• Hillcrest to Archdale, from Downend to the Horsley Hill junction, 200 metres, until 30 October

Neither order maintains emergency access, because both involve excavations in the carriageway.

Lightwood Lane, Whiteshill and Ruscombe: four weeks from October

A new order made on 16 September closes Lightwood Lane from 5 October to 30 October, for 198 metres between the properties known as Lightwood House and Inglewood, for gas pipe installation. Pedestrian and emergency access are both maintained.

Minchinhampton: six roads, in any order, until 4 December

A gas mains programme covers six lengths of road in and around Minchinhampton. The order took effect on 17 August and the works are anticipated to finish by 4 December 2026. The notice allows the closures to happen in any order, or all at once, so signs on site are the only way to know which are live on a given day.

The six lengths are:

• New Road to Longford Lane, from Longfords Mills to Forwood, 420m
• Longfords Mill, from The Old Dairy to New Road to Longford Lane, 150m
• Forwood, from New Road to Well Hill, 600m
• Well Hill, from Forwood to King Street, 210m
• Friday Street, from Market Square to Tetbury Street, 250m
• Tetbury Street, from Friday Street to Tobacconist Road, 150m

Friday Street and Tetbury Street run off Market Square, so this one reaches the middle of the town.

Two roads in Cam with no end date

Yew Tree Close and The Quarry in Cam were closed on 20 August under a five-day notice, for urgent Severn Trent Water works. The works were not finished in five days.

The county therefore made full orders for both, published on 26 August. Each order can keep the road closed for up to eighteen months from the date of the original notice, or until the works are done. No completion date is given for either.

• Yew Tree Close, from The Quarry to No.8 Yew Tree Close, 100 metres
• The Quarry, from Woodfield Road to Yew Tree Close, 70 metres

Footpaths: three shut in Cam from October, and the canal route to 2028

Three public footpaths in Cam close on 1 October and are not due to reopen until 1 April 2027, to protect the public while construction works are completed. An order published on 17 September covers CCA 23, for 700 metres from Draycott Crescent, CCA 24, for 700 metres, and CCA 25, for 400 metres. Emergency and pedestrian access to adjoining premises is maintained.

Public footpaths EGO 15 and EGO 17 at Great Oldbury, the large new development west of Stonehouse, closed on 2 September and are expected to stay shut until 3 March 2027. EGO 17 is closed for 260 metres and EGO 15 for 140 metres.

Three footpaths on the canal route at Eastington and Whitminster have been shut since 13 April 2026 and were due to reopen on 13 October this year. They will not. The Secretary of State for Transport has extended the closure of EEA 46, EEA 41 and EWH 17 to 13 April 2028, or until the canal construction works are finished, whichever comes first. The longest of the three, EEA 46, runs 1,500 metres from the A38.

Correction, 20 September 2026. From 13 September this page said that extension ran to 13 October 2028. It does not. The notice published on 9 September, which we used, was replaced by a corrected notice published on 16 September giving the date as 13 April 2028. The replacement notice says so in its own opening line. We are sorry for the error.

Booked for late September and October

Berkeley and Cam have the busiest autumn of anywhere in the district. Berkeley has Clapton Farm Lane and Alkington Farm running into October and then Station Road into December. Cam has two lanes shut with no end date, three footpaths closing for six months, and Cam Green being resurfaced across seventeen days including a Saturday.

What it means for you

• Driving from Stroud or Stonehouse to the M5 after 8pm on 21, 22 or 23 September. The A419 is shut between the Chipmans Platt roundabout and the motorway, including the Stroudwater roundabout. Follow the signed diversion.
• Parking or loading anywhere on the A419 resurfacing length. The order bans stopping, waiting and loading across the whole closure area while the works run, not only overnight.
• Driving to Cheltenham on the A417 this week. The road is shut both ways between the A46 Brockworth junction and Shab Hill, 9pm to 6am, every night from Monday 21 to Friday 25 September.
• Driving to Oxford or Burford on the weekend of 25 to 28 September. The A417 is shut from Shab Hill to the A429 Burford Road, from 11pm on the Friday to 6am on the Monday.
• Travelling between Chalford and Cirencester, 29 September to 9 October. Cowcombe Hill is shut day and night, and emergency access is not maintained through the closure.
• Going north on the M5 on the weekend of 16 to 19 October. The motorway is shut in both directions between Junctions 11 and 12 from 11pm Friday to 6am Monday. For the Midlands or South Wales, National Highways suggests the M50.
• Leaving the M5 northbound at Junction 11a after 11 October. The exit slip road is shut around the clock for about two weeks. Exit at Junction 11.
• Living on Bowbridge Lane, Stroud. It is shut until 24 September between Stroud General Hospital and Cowle Road for gas mains replacement.
• Living in Berkeley near Station Road. It closes on 28 September and is not due back until 4 December, with no pedestrian or emergency access past the bridge.
• Living in Cam near Yew Tree Close or The Quarry. Neither order carries a completion date, and both can legally run for up to eighteen months.
• Walking in Cam or on the canal route. Three Cam footpaths close on 1 October until April 2027, and three on the canal route at Eastington and Whitminster are shut until April 2028.
• Taking the train from Stroud. There is no planned engineering work on the line through Stroud until the weekend of 31 October.

The routes that matter, and where they bottleneck

• A419 west is the Stroud to Stonehouse to M5 Junction 13 run, and the district’s main link to the motorway. It carries the Stonehouse and Great Oldbury growth as well as the town. It is the road being resurfaced.
• A419 east climbs Cowcombe Hill through Chalford to Sapperton and Cirencester. It is the road closing for eleven days from 29 September.
• A46 north runs from Stroud through Painswick to Cheltenham. A46 south runs through Nailsworth towards Bath. Both are steep, narrow in places and heavily used by through traffic.
• B4058 links Nailsworth to Horsley and Tetbury, and is the road with two gas mains closures running to late October.
• A4135 links Dursley and Cam east to the A38 and M5 Junction 13.
• M5 Junctions 12 and 14 are a structural problem rather than a temporary one. Stroud District Council’s April 2026 report on starting a new Local Plan named “longstanding issues at M5 Junctions 12 and 14” as a constraint on where new housing can go at all. The inspectors examining its submitted plan have been corresponding with the council, National Highways and the county about capacity on those corridors since February 2026. Parking in Stroud town

Stroud District Council publishes a tariff for seven car parks, all of them in Stroud town. Its other car parks, in Nailsworth, Painswick, Minchinhampton, Stonehouse, Dursley, Cam, Wotton-under-Edge, Berkeley and elsewhere, are listed with maximum stays and bay counts but no charges. We rechecked every tariff below on 13 September 2026.

Cheapside is the one to know. At 193 bays it is the second largest in town, and it is the only council car park in Stroud with a genuine long-stay tariff: £3.00 for seven hours and £3.60 for 24. Charges apply Monday to Saturday 8am to 5pm, it is free on Sundays and bank holidays, and season tickets are available.

London Road, both the 141-bay surface car park and the 335-bay multi-storey behind Brunel Mall, charge only between 8am and 2pm Monday to Saturday, so an afternoon there is free. The multi-storey closes 9pm to 6.30am and all day Sunday.

Ebley Wharf is the exception on evenings and Sundays. Charges apply all week, all hours, with a flat £1.00 from 5pm to 8am Monday to Thursday and £3.00 from 5pm Friday to 8am Monday. It is the one town car park with no free Sunday. It is still free on bank holidays.

Blue badge holders park free in all of them, and motorcycles free at Church Street.

Getting around without the car

There is no park and ride in Stroud district. The nearest equivalents are in Gloucester and Cheltenham.

Stroud station has 150 parking spaces, four of them accessible, and direct trains to London Paddington in about an hour and a half. Great Western Railway’s planned engineering page, checked on 20 September, lists no engineering work on the line through Stroud for the rest of September.

The next weekend that affects the line is 31 October and 1 November. GWR plans replacement buses between Gloucester and Stroud on the Saturday, with trains still running between Stroud, Kemble and Swindon that day. On the Sunday those Stroud to Swindon services do not run at all. Times, fares and the other two stations in the district are on Stroud trains to London.

Before that, GWR lists track renewal on the weekends of 3 and 4, 10 and 11, and 17 and 18 October affecting all services through Cheltenham Spa, with replacement buses between Gloucester and Cheltenham Spa. Trains between Gloucester and London Paddington still run, so a Stroud to London journey is unaffected on those weekends.

The Stroudwater Navigation towpath is the most useful traffic-free route in the valley. The restored Phase 1A between Stonehouse and Brimscombe is largely complete and walkable. The Cotswold Canals Trust is working westwards on Phase 1B, a 3.7-mile stretch from Stonehouse to Saul Junction that the partnership aims to reopen to boats by 2029. Three footpaths on that route are closed until April 2028, as above.

Roads, pavements, potholes, flooding and street lighting in Stroud district are all Gloucestershire County Council’s responsibility, not Stroud District Council’s. Traffic moved onto the permanent new road at 6am on Friday 18 September and the Air Balloon roundabout was removed. Northbound traffic from Cirencester now continues on the new A417 towards Gloucester instead of leaving at Shab Hill junction. Single lanes remain in places until more work is done. The new B4070 to Birdlip and the northbound slip road at Cowley junction open later this year, and until then Birdlip is reached through Cowley junction.

Which Stroud district roads have no emergency access?

Five, as things stand: Horsley Hill and the B4058 Hillcrest to Archdale at Horsley until late October, the Amberley lane from 22 September to 6 October, Bussage Hill from 24 September to 20 November, Station Road at Berkeley from 28 September to 4 December, and the A419 at Cowcombe Hill from 29 September to 9 October. Each order gives a reason: trenches in the carriageway, a road too narrow, scaffolding, or major excavations.

Yes, until 24 September 2026. Gloucestershire County Council has closed about 185 metres, from outside Stroud General Hospital to the junction with Cowle Road, for gas mains replacement. Pedestrian and emergency access are both maintained.

No. Stroud district has no park and ride site. Stratford Park is the largest long-stay council car park in the town at 311 bays, with a 12-hour maximum stay and gates that open at 6.30am and close at 10.30pm. The council lists no tariff for it.
